Housing Support Services

Our Housing Support Services program addresses the needs of people living with HIV/AIDS who face homelessness or the threat of homelessness, or who may need assistance to maintain or retain current housing.

Housing specialists will assist clients in acquiring, financing, and maintaining affordable and appropriate housing.

Section Heading

Services include assisting clients in applying for housing assistance, moving into housing, educating clients about tenant rights and responsibilities, providing referrals for additional supportive housing services, and acting as an ongoing liaison between clients, property owners, and case managers. Additional housing opportunities may be available to qualifying individuals such as Emergency, Transitional, Sober Living, Subsidized and Section 8.

Emergency Financial Assistance Program (EFA)

This program is available to persons who have fallen behind with their rent due to emergency situations and who are in need of financial assistance to cover past and future rental payments. The purpose of this program is to ensure people maintain their housing, especially during the COVID epidemic.

All financial assistance payments are made on behalf of the applicant directly to the landlord. Payment is not provided to the applicant. This arrangement is intended to benefit both the client and the landlord.

Short-Term Rent, Mortgage, Utilities Assistance (STRMU)

Provides assistance for up to 21 weeks in any 52 week period, which may or may not be consecutive, with rent, mortgage, and utilities (gas and electric). Applicant must be HIV+, earn less than 80% of the area median income, live in permanent housing in Los Angeles County, and have a valid rental agreement and proof of residence. Clients living in subsidized housing such as Shelter Plus Care, sober or transitional housing, or congregate living environments, are not eligible for STRMU assistance.

Permanent Housing Placement (PHP)

Provides assistance with reasonable costs to move persons into safe, decent, and affordable permanent housing that may include a security deposit and first month’s rent. A one-time utility switch-on fee may be paid if required. The maximum amount is based on fair market rents for Los Angeles County defined annually by HUD. Clients that are moving into subsidized housing may receive Permanent Placement assistance (PHP).

Eligibility

  • Must be HIV+
  • Must be living in or moving to Los Angeles County
  • Must have a source of income that does not exceed 80% of the area median income in Los Angeles County
  • Must be willing to work with Housing Specialists to address those issues that threaten your ability to obtain/maintain safe, decent, and affordable housing
  • Additional eligibility criteria may apply depending on financial assistance request
